May 19: – National Vaccine Locator & Centralized Online Appointment Booking Infrastructure

During the past decade, EMPOWER Health supported the Canadian healthcare system by implementing national registries, patient navigation websites/apps & online appointment booking infrastructure that powers initiatives focused on equitable access to healthcare services across primary care, acute care, pharmacy, and public health.

During the 2020-2021 flu season, EMPOWER Health partnered with Immunize Canada to support access to flu shots through the vaccine locator with inventory & availability information for >6,500 healthcare organizations (public health clinics, community pop-up clinics, pharmacies & primary care practices), which led to over 100,000 appointments booked online and many stories from seniors who were able to use the tool to easily find high dose flu shots at a time of scarcity.

During the COVID-19 pandemic, EMPOWER Health also supported Canada’s pandemic response by launching & in partnership with the National Institute of Aging, as well as and

This panel will focus on the role of vaccine locators with inventory awareness & online appointment booking, the evolution of into to support COVID-19 vaccination campaigns, and the launch of, national infrastructure to support equitable access & coordination of seasonal, pandemic & adult vaccination programs across Canada.

  • Dr. Ryan Doherty, PhD – President & Founder – EMPOWER Health
    Dr Ryan Doherty, PhD, created Empower Health, formerly known as, in 2012 after hearing stories of many Canadians who had difficulty finding family doctors who were accepting new patients, and those who had difficulty navigating the healthcare system because existing online directories of healthcare services were often incorrect or out-of-date. Empower Health has launched a number of initiatives over the years ( in 2012, in 2015, in 2016, in 2019, and, & in 2020). These initiatives have a core focus of improving access to healthcare services by empowering patients and healthcare professionals.  Ryan is a digital health social entrepreneur and a strong proponent of open data, co-design and forming partnerships to accelerate innovation and improve our healthcare system. Ryan is a Massey College alumnus, has a PhD in Medical Biophysics from the University of Toronto & Structural Genomics Consortium, and prior to his doctoral studies, he performed HIV/AIDS bioinformatics research in South Africa and Belgium. His passion is working on initiatives that leverage data and technology to improve equitable access to healthcare, patient experience, and clinical outcomes.


  • Lucie Marisa Bucci – Senior Manager – Immunize Canada
    Since joining Immunize Canada in 2010, she has been an active collaborator in the Canadian Immunization Conference (CIC), and a liaison member to the Canadian Nurses Coalition on Immunization (CNCI) and the National Advisory Committee on Immunization (NACI). More recently, she is a member of the Elimination of Cervical Cancer in Canada and the WHO’s Vaccine Safety Network (VSN) advisory committees. She is an advisor to the CPHA on immunization, and is a leader in national public and professional education campaigns on immunization. She holds a Master’s degree in public policy and her expertise is in public health policy, ethics, and law. Prior to joining Immunize Canada, she was a research associate at the Centre de recherche en droit public at l’Université de Montréal and the Centre for Genomics and Policy at McGill University’s and Genome Québec’s Innovation Centre.
