Protection of Patient Privacy and Safety in the Home Telehealth and M-Health World

Telehealth has moved out of the relative safety of fixed end points where control of privacy and security have well developed policies, procedures and oversight. With the advent of Telehealth in the home, patient data flowing over unsecure networks, and clinicians and patients increasingly using smart phones and tablets to hold and transmit personal data, privacy and security have once again become significant challenges. A panel of privacy and clinical experts will have a dialogue with each other and the audience about the issues, challenges and potential approaches.

Panel Members:
Dr. Kendal Ho is a practicing emergency medicine specialist. He is the founding Director of the eHealth Strategy Office, and was the immediate past Associate Dean of the Division of Continuing Professional Development and Knowledge Translation (CPD/KT) up until February 2008, when CPD/KT was transitioned to two units: Continuing Professional Development (CPD) and the eHealth Strategy Office (eHealth). Kendall is a member of the Royal College of Physicians and Surgeons of Canada’s Professional Development Committee and a collaborator with the World Health Organization eHealth Observatory. He is the executive director of the Technology Enabled Knowledge Translation Investigative Centre (TEKTIC) interdisciplinary research team in BC and the Vice President of the International Association of Humanitarian Medicine., and Director of the newly established eHealth Knowledge Studio (mHealth research).

Dr. Patrick Cerrisa obtained his medical degree from the University of Ottawa in 1975. He is a general practitioner with significant experience in occupational/aviation medicine and a long-standing involvement in medical administration. He has had a self-described obsession with computers and associated technologies dating back to the early 1980s and his interest in telehealth was a natural progression. Dr. Ceresia came to the CMPA in 1998 from the Canadian military where he had been serving as the Chief of Staff of the Canadian Forces Medical Group. Building on previous system re-engineering experience, he led the CMPA through an enterprise wide functional re-engineering, including a complete information management renewal and the implementation of complex supporting technology systems. In addition to his primary role as Managing Director of Corporate Services, he serves as an electronic information management and telehealth advisor and is also the CMPA’s Privacy Officer.

Elaine Sawatsky is an independent health information management consultant currently working on security and privacy issues with the BC Ministry of Health. In the past Elaine has worked for a variety of healthcare and health information organizations doing work with laboratory systems, laboratory interfaces, practise management systems, privacy policy and awareness training, & personnel and information systems management. Elaine has a strong interest and background in Privacy & Security policy and implementation and has spent time in various areas of the field including electronic data transmission security, policy development, education, awareness training and education. Elaine is a member of the CIHI Partnership in Health Informatics/Telematics, Security and Privacy SIG, a COACH member, participates in the COACH Security and Privacy Committee and is the current President of BCHIMPS. Elaine has a Degree in Health Information Science from the University of Victoria and a Diploma in Laboratory Science from BCIT.

Dr. Trevor Cradduck is a Professor Emeritus in Nuclear Medicine who came to telehealth late in his career (1995) when he first managed implementation of a large area network in London, Ontario and then became Director of Telehealth for the Province of Alberta. More recently he has served as the President of the Canadian Society of Telehealth (CST) and led the merger in 2010 of the CST with COACH: Canada's Health Informatics Association of which he is now a Director. Trevor is member of the COACH Board of Director and is retired and living on Vancouver Island, British Columbia, Canada.

Dr. Mo Watanabe Lecture - Standards, Guidelines, and Quality in Telehealth/Telemedicine: A Road to Success

Standards, guidelines, and quality assurance mechanisms are important priority areas for telehealth and telemedicine. In order to ensure quality and consistency in remote healthcare delivery and monitoring, developing and establishing these documents and mechanisms are imperative. Telehealth/telemedicine initiatives are growing exponentially, as are associated technologies. It is imperative that telehealth providers and administrators contribute to the development, implementation, and support of these initiatives. Furthermore, the time has come to embrace common language and expectations that remote healthcare delivery be held to high standards, in order to ensure optimal outcomes. Some experiences from the Standards and Guidelines Committee of the American Telemedicine Association will be highlighted.

Presenter: Dr. Jill Winters is the Dean and a Professor in the Columbia College of Nursing in Milwaukee, WI. She has received more than $6 million in funding for her research, and she has been continuously funded since 1995. Her research has focused on interventions to improve outcomes in individuals with cardiopulmonary disease, accessibility of medical instrumentation for persons with disabilities, and telehealth applications for remote monitoring, disease management, and telepharmacy. She has published multiple book chapters and articles in a variety of books and journals. She is the past Co-Chair of the American Telemedicine Association Telehealth Nursing SIG, and she has served on the American Telemedicine Association Standards and Guidelines Committee since its inception.

Leveraging Telehealth in the Design of a Smart Patient Room: A Case Study

The design and construction of two brand-new hospitals on northern Vancouver Island has provided an unprecedented opportunity to fully leverage the capabilities of Telehealth in combination with a “paperless” electronic health record (EHR) strategy. The result of this collaboration will be the realization of one of Canada’s first “smart patient rooms”. This session will outline how current technologies can be harnessed to produce the hospital of the future, and how these technologies allow the hospitals to participate with other community and home-based services to provide ubiquitous, round-the-clock care to the patient.

Panel Members:
Michael Nusbaum is President of MH Nusbaum & Associates Ltd and the IM- IT Advisor of North Island Hospitals Project for the Vancouver Island Health Authority. Michael has been professionally active in the field of health informatics for 30 years. Since 1983, he has been providing management consulting services, in private practice, to a large variety of healthcare provider, vendor and professional organizations. Prior to that, Michael held senior management positions in both the B.C. and Alberta health ministries. Michael holds a Masters of Health Administration from the University of Alberta, together with a Bachelors degree in Industrial Engineering from the University of Toronto. Michael has taught extensively at a number of post-secondary institutions (including UVIC, UBC and BCIT), in the fields of health management and health informatics, in roles that include guest lecturer, sessional lecturer, and Adjunct Assistant Professor.

Margarita Loyola is professional engineer in the province of British Columbia and manages the Telehealth program at the Vancouver Island Health Authority. In 1986, she obtained a Masters in Engineering from UBC. She worked in the field of Clinical Engineering at various hospitals in BC and Calgary, Alberta. Margarita also has an MBA from Athabasca University and a Health Services Management Diploma.

S1 – International Special Interest Group
Supporting those who wish to learn more about telehealth activity globally, to promote Canadian telehealth expertise abroad, and to collaborate with others that share the desire to advance and promote common global telehealth and e-health goals.

S2 – Technology Special Interest Group
A forum for fellow Canadian Telehealth IT people to collaborate on current issues and trends, share ideas, successes, challenges and brainstorm on issues being dealt with within this realm. Act as a catalyst for the development of universal access to a contiguous infrastructure of medical communications and serve as an opportunity to engage industry players.

S3 – National Telehealth Coordinators Special Interest Group
A forum for networking, learning and sharing with colleagues who work in a telehealth program at an operational level. Provides opportunities to share and learn from peers, while promoting the profession.
